دور منظمات المجتمع المدني فى إعادة بناء المجتمعات بعد الأزمات المعقدة (العودة الطوعية بدافور نموذجاً)

هدفت الدراسة لتحديد دور منظمات المجتمع المدني في إعادة بناء المجتمعات بعد الأزمات المعقدة، ومعرفة مدي مساهمة نشاطات منظمات المجتمع المدني في إعادة بناء المجتمعات بعد الأزمات المعقدة والعودة الطوعية، ومن ثم بيان الإجراءات والبرامج التي تنفذها منظمات المجتمع المدني لإعادة بناء مجتمع دارفور عبر العودة الطوعية. اتبعت الدراسة المنهج الوصفي التحليلي والتاريخي والإستدلالي. من أهم نتائج الدراسة أن هناك محاولات كثيرة لمنظمات لمجتمع المدني في تحقيق التنمية بصفة عامة، نتيجة للتحولات والتطورات العالمية التي شهدتها اقتصاديات التنمية، من جهة أخرى أصبحت الحاجة إلى المجتمع المدني وكذا إلى منظماته لحل المشكلات والأزمات المعقدة، منظمات المجتمع المدني لها دور فعال ومؤثر في معالجة إعادة بناء المجتمعات بعد الأزمات المعقدة، توجد شراكات للأنشطة بين الحكومة ومنظمات المجتمع المدني بدأت تظهر من خلال مشروعات لدعم الأسر والفئات المتضررة والنهوض بمناطق الكوارث والحروب والنزاعات.

أوصت الدراسة بعدد من التوصيات منها أهمية تفعيل دور منظمات المجتمع المدني في مجال توفير فرص التدخلات الطارئة عند الطواري والأزمات المعقدة وتقديم برامج الامتصاص العاجل، ضرورة التنسيق بين منظمات المجتمع المدني وأجهزة الدولة المختص بمعالجة الازمات المعقدة بعد النزاعات والحروب والنكبات بما يتناسب مع احتياجات المجتمع وخاصة ما يتعلق بالمقدرة المهنية والتواؤم مع احتياجات العمل وتنمية روح المبادرة للمتطوعين والاستفادة من قدراتهم في ذلك، على منظمات المجتمع المدني الاستفادة من التطور التكنولوجي وتوظيفه من أجل تسهيل وتسريع عملها في الوصول إلى الفئات المحتاجة والمهمشة، مع العمل على رفع مستوى التنسيق بين المنظمات، على أساس تحمل المسؤوليات بشكل جماعي.

The study aimed to identify the role of civil society organizations in rebuilding communities after complex crises, to determine the extent to which civil society organizations' activities contribute to rebuilding communities after complex crises and voluntary return, and to outline the measures and programs implemented by civil society organizations to rebuild Darfur society through voluntary return. The study followed a descriptive, analytical, historical, and inferential approach. One of the study's most important findings is that there are numerous attempts by civil society organizations to achieve development in general, as a result of the global transformations and developments witnessed in development economies. On the other hand, there is a growing need for civil society and its organizations to solve complex problems and crises. Civil society organizations play an effective and influential role in addressing the reconstruction of communities after complex crises. Partnerships for activities between the government and civil society organizations are beginning to emerge through projects to support families and affected groups and to rehabilitate areas affected by disasters, wars, and conflicts. The study recommended a number of recommendations, including the importance of activating the role of civil society organizations in providing emergency intervention opportunities during emergencies and complex crises and providing urgent absorption programs. It also recommended coordination between civil society organizations and state agencies specializing in dealing with complex crises after conflicts, wars, and disasters, in a manner consistent with the needs of society, especially with regard to professional capabilities and compatibility with work needs, and developing the spirit of initiative among volunteers and utilizing their capabilities in this regard. Civil society organizations should benefit from technological development and employ it to facilitate and accelerate their work in reaching needy and marginalized groups, while working to raise the level of coordination between organizations, based on collective responsibility.
