Abstract
This study examines the role of the Jordanian Penal Code in reducing crime rates in Jordan by exploring the relationship between legislative developments and rising crime rates. The research reviews the evolution of the Penal Code from its enactment in 1960 to recent amendments, analyzing the impact of stricter penalties and their enforcement on general and specific deterrence. It also addresses challenges undermining the effectiveness of the law, including socio-economic factors. The study aims to assess the extent to which the Penal Code achieves justice, deterrence, and social regulation and offers recommendations to enhance its effectiveness.
يتناول البحث دور قانون العقوبات الأردني في خفض معدلات الجريمة في الأردن من خلال دراسة العلاقة بين تطور النصوص القانونية وتزايد معدلات الجريمة. يستعرض البحث تطور قانون العقوبات منذ إصداره عام 1960 وحتى التعديلات الأخيرة، ويحلل كيفية تأثير التشديد في العقوبات وتنفيذها على الردع العام والخاص. كما يناقش التحديات التي تواجه فعالية القانون، بما في ذلك العوامل الاقتصادية والاجتماعية التي قد تُضعف من سلطته الردعية. ويهدف البحث إلى تقييم مدى تحقيق قانون العقوبات للعدالة والردع والضبط الاجتماعي، مع تقديم توصيات لتعزيز فعاليته.
